Why is my phone charging the USB connector?

I have an S9+ and P20 mate and I think since pie update something has gone wrong that makes the 2 phones charge the USB connector after counting to the phones, even without a flash drive or other device attached. On the Samsung I tried to switch but it won't let me same on the hauwei. I take out the connector and I'm able to switch settings to file transfer and it refers back to charging the connector once it's attached to the phone.

If you connect to something that has no data wires, only power wires, and no power, you may not be able to do anything but charge it - so the phone won't let you.

But if you connect a flash drive that's formatted as FAT32, exFAT or ext3 or 4, the phone should allow you to switch to MTP - unless the USB connector connection is broken inside the phone.
