My phone's both motto z 2 force just updated to pie 9. I need to know if my phone can be brought back to the system I had when I purchased. I need to uninstall Google play services update and go to a much lower version with a APK and with pie 9 I can no longer do that

Welcome to Android Central! Not easily. You'd have to flash the previous firmware, and on that phone, I'm not sure if you'd have to root it first. (It's a little easier on Samsung phones.)

Which app is having problems on Pie?

On a Z2 Force, you have to unlock the bootloader, which means getting the unlock code from Lenovo. (Just applying for it voids the warranty.)

Go to the Lenovo bootloader unlock page, read the page, hit Next and fill in the information. If it's not an AT&T or Verizon phone, you'll get the bootloader unlock code by email. (You can't unlock the bootloader on AT&T or Verizon phones.)

Then you'll be able to flash Oreo (8.0) firmware, which comes with the earlier version of Google Play Services.
