'com.motorola.cc has stopped working' pops up every 2s - phone unusable

Motorola G5 Plus
Version: 8.1 Oreo

After resetting the device in android settings, once set up as new, this error message pops up every 2-3 seconds, whereby I have to press the 'X' for another to instantly takes it place. I have not rooted my device and this error makes my phone basically useless until I can fix it, please any help would be greatly appreciated!

P.S. The message starts appearing once I have gone through the Google account of setup and have entered the Motorola privacy agreement statement.

Welcome to Android Central! Try doing another factory reset. From what I could find on the web, the com.motorola.ccc error tends to go away after a factory reset.
