An app with "Andy" as an icon is usually a system app. Almost anything you do using data uses one or another system app. As B. Diddy said, though, we can't really help you without knowing the name of the app. (If it's something starting with "com.android" it's a system app - and it uses as much data as you make it use.)

I think there's also a possibility here that the OP is seeing an app labeled with a number (usually "10xxx) in the Data Usage menu, which only means that's the data a recently uninstalled app used -- that should clear out the next time the data usage cycle resets.
