Yes battery can deteriorate over time , most likely have battery issue.

An hour, a day, a week, a month, a year? What are you taking about?
Anyway, it will deteriorate whatever you do. It's certainly not going to get better.

Welcome to Android Central! It depends on how long you won't be using it. If you use it daily, then it doesn't make sense to power it off every night. But if you only use it every few weeks or months, then yes, you should power it off (and ideally do so with the battery level around 50%).
