Note 9 stuck on February 2019 security patch

[Android Central Question]

I got a new note 9 on ebay last month and it won't update no matter what I do. I wiped the cache partion, did a factory reset, called att and asked them to push an update, and plugged into smartswitch, none of which worked. What should I do next?
