Phone Behaving Like in Power Save Mode

Over the past few days my Sony Xperia XZ2 Compact has been behaving very oddly. When the phone is not plugged in, everything looks like it is in power saving / data saving mode - I don't get gmail notifications, apps are black backgrounds (Twitter, Reddit, Google Drive), Google News stuff isn't pestering me. My phone is at 90%+ charge.

I then plug it in (at any charge). All notifications and data updates happen immediately.

When I look in settings - no power saving mode is active. STAMINA mode is off. Battery Care is on though, turned that off and no change.

Try first a Power Off & Restart.
