The phone needs to turn on before you can access anything for backup and transferring to a flash drive certainly isn't going to happen. What is wrong with the phone?

Welcome to Android Central! Are you talking about an actual USB flash drive, or an SD card? To use a USB flash drive, you have to make sure it's connecting via OTG adapter. Not all USB drives have built-in OTG support, in which case you'd need an OTG adapter cable.

EDIT: Sorry, just realized that the phone isn't working at all. As Galactic Zoo pointed out, the phone has to be functional in order to retrieve data from it. You weren't keeping your important data synced or backed up on a regular basis? Never rely on your phone as the sole storage of important data.
