am I able to get a refund

My phone is un able to unlock because I’m on a lease is there away to get a refund back

You're on a "lease", meaning you're paying for the device through your contract with your carrier. SIM unlock policies require that the device is paid off and the account is in good standing before allowing the unlock. If you unlock the device and go to another carrier, how is the original carrier supposed to recoup the balance due on the device?
