Requesting Help from Developers

I am presuming this is a subject often brought up, but why do the developers give contact details knowing that they are not going to reply?

Isn't their an option for giving their customers an indication that the customer has been acknowledged?

At least if there is a tool like that, the purchaser will have an idea if they will get help or not.
 
Some app devs are very responsive to emails. Some don't respond at all. Some are in the middle. Often times the app reviews will give a good indication as to which category the app dev falls into.

Yes, but what I would like to know is.
Are developers given options for supporting the user or not.

When they join a OS Platform, are they bound by a binding contract to add contact details and whether they follow the procedure is up to them if they shove it under the carpet?
 
When I looked a day ago, I could find no suvh requirement for developers to respond to emails. Nevertheless, failure to respond could be stated in user reviews.
 
I doubt there's any requirement for providing support. But as belodion mentioned, that should be a significant criterion for your review of the app. I will always give high stars for a responsive developer, and make sure I mention that in my review. If I see that in reviews of an app I'm considering, it'll make me more likely to install it (or purchase it).
