touch screen broken - can I change settings from windows?

[Android Central Question]

On my Nexus 7 2013, the touch screen has mostly stopped working making the tablet useless.

What I want to do is turn it into a permanent wifi hotspot as it gets better reception than my other phone. Unfortunately, I can't access the settings in order to turn the hotspot feature on.

Is it possible to access and change the registery, by plugging it into windows perhaps, so that the hotspot feature is automatically on all the time?

define mostly stopped working? does it mean no screen at all? see screen but no touch? or what?

If you can't touch the screen, a USB mouse, connected with an OTG adapter, will work.
