Why can't I send or receive texts while on a call on my Galaxy S10

Incoming text messages show that they need to "download" but won't, and outgoing text messages "fail" if I'm on a call on my Galaxy S10. Therefore, I'm completely unable to send or receive text messages if I am on a call. It has nothing to do with where I am either. In the car, or at home with my wifi.

Text and voice go via the same "channel" - some phones, and some carriers, can only do one or the other at the same time.
