Phones sold by MVNOs are often at a significant discount to the consumer, because part of the deal is that you use it on their network for a certain amount of time. If you buy their phone and then immediately bring it to another carrier, then you may be essentially breaking the terms of service, so there's absolutely no obligation for the MVNO to unlock your phone.
