Phone is locked

[Android Central Question]

I am the manager at a motel and a few months ago I found a motorla phone not sure which one but it is locked no one has come to claim it and i was going to use it as my own because it is a tracfone which is my same service I have factory reset it and hard reset it but it still asks for the previous pin or google account used with the phone is there a way to bypass this and access the phone?

Do the right thing and hand it to the police , its someone else's phone , and it has theft protection for the owners privacy.
