how to stop adds after swipe unlock

when i sipe to unlock fone adds pop up and load, cannot dial out untill done, tried 911, so i have to wait 3 minuts to dial 911, ill be dead by then, sounds like a law suit , neeed to stop

First off - your lock screen should have an "emergency" option that allows you to dial emergency numbers without unlocking.

Second - those ads came along as an unwanted payload when you installed a new app or updated an existing one. Have you done either of those recently? One way to check this is to boot into safe mode and see if the ads persist, but you'll need to sort out what app brought them along.
