Why would a cell phone sold to me as "new" have a "full SIM card" notice upon acitvating?

Bought 2 android samsung A10e phones from Spectrum Mobile....upon activation both phones immediately reported "Full SIM Cards" even though we had not even used the phones yet...does this suggest the phones were NOT new but refurbished?

SIM cards are rarely used these days for any kind of storage. Did the phones come with those SIM cards, or did you transfer some old SIM cards to the phone?
