Will updating android 8 (oreo) to android 9 (pie) delete all apps and data?

As long as you have back up on regularly you should be ok , no it doesn't delete your apps

should not have any problems what so ever as long as it is an authorized update for your specific phone. as always and as already mentioned, you still may want to back up anything you cannot afford to lose, just in case.

Assuming you're getting an official over the air update, data should be safe. If you're flashing a 3rd party ROM, all bets are off..
