That's not something Android is designed to do; it only allows one app at a time to play audio. I have seen some apps with the ability to ignore that and play over top of one another, but those are the exception and not the norm. Some are just badly programed, and others intentionally so, but I've only seen it in lesser known apps. I seriously doubt you'll find that in something like Spotify and Tidal.
