Battery indicator stuck at 3%, software/hardware problem?

I use Samsung Galaxy A7. Android 8.0.0. The first time this happened was because one night I forgot to turn off and charge my phone before sleeping so it just turns off on its own. So in the morning I charged it while its off and saw the battery indicator says 3% even after 2 hours of charging. I assume it actually charges but the indicator just couldn't go past 3% because I literally used the phone for the whole day that day. Switched charger and plugged it to a different socket, still doesn't work.

Another way, tried doing a hard reset factory and it worked after I turn it off to charge. Then after its full I turn my phone on again and I did a restore data. I did it because I wanted to bring back my photos & videos. Then I turn it off for the night, the next morning it happened again. Stuck at 3% after charging for hours. Could it be that there is a file/virus that causes this to happen? I did not only backup the photos & videos, but also the applications data and other files!
 
Could be you have a bad battery.

I know LI's have an internal microchip processor to at least keep them within there minimum charge parameters ie will disabled charging if V+ falls too low to prevent possible charging thermal run aways.

Not sure what if any data is available from the pack to the phone. Is there more than one V+ sensor available to the phone (battery one + mobo one)?
That info is buried; it's there somewhere but can't find it
I assume the phone reads off a mobo but perhaps not... a battery swap might cure it.
