I restarted my android 9 when an app was open and there were some apps in recent apps menu,.
After restart , I found all recent apps as they are and the opened app popped up and opened auto after restart

    Is this normal?

I'm trying to go over my phone see what your issue is , but I have a Note 10+ .

Let me go over my settings why your apps still stay in memory but I think it does after restart , which andriod version you on?

I can confirm recent apps stay in the memory , so this is normally til you hit clear all in there .

Welcome to Android Central! Do they remain in memory if you do an actual Power Off first, and the power on again (as opposed to the Restart option)?

I have noticed this too on other phones. Android is designed for quick multitasking, so i just considered it part of that aspect. You can restart and quickly get back to whatever it was you were doing.

Well just to check it out, I powered down my device and used the Restart option. While the recent apps list was still populated by the apps I had open before each, when they open it was like I just opened them. So the app is there, the screen capture still appears the same but when opened it opens like I just opened it by tapping the icon. So I feel like this is just a perception thing and along the lines of what Mooncatt was saying, it's just a quick launch multitasking thing to save the user some time.

On side note the apps have to be closing otherwise some apps you always use would never purge their caches, some might not refresh, and your device would never really power off keeping the RAM running.
