Welcome to Android Central! Unfortunately, there isn't a completely reliable app or program that will completely copy everything from one device to the other. As long as you log into the new tablet with the same Google account, all of your Google settings and data associated/synced with your Google apps will appear on the new tablet. But 3rd party apps may or may not sync their data to the Google servers, and if they don't have their own servers in the cloud, then it might be hard to transfer that data. For this, you could try Helium.
