Why does my phone not want to charge

I have a new Samsung Galaxy S4 only a month old and I use it delicately I never charge it more than what it need I never drop it and I don't mess around with it but when I connect a charger it says it's charging but the battery life still drains I'd really appreciate it if someone helped

Welcome to Android Central! What do you mean it still drains when it's charging? Does the indicator show it's charging, but the battery level actually goes down? Are you plugged into a wall outlet or a USB port? Make sure you're using a wall outlet. If you already are, then go to Settings>Battery, and see if it says Charging (AC) or Charging (USB). If it's the latter, then something might be wrong with the wall plug, the USB cable, or the phone's USB port. Try using a different plug or cable first.

my wife had similar issue and it was cable problem - she used another cable and it was fine then
