Why does flash flicker when adding battery?

So i removed the battery to check for bulking. After inserting the battery, camera flashed for a second. Once booted date and time are wrong and device does have access to internet through applications. What is up with that?

Welcome to Android Central! Which phone? Is it set to Automatic Network Date & Time and Automatic Time Zone in Settings>Date & Time​?
