Speed testing inconsistent with torrent speeds

So when I use USB or WiFi tethering on my phone, I can peak at 1.1MB/sec to 1.3MB/sec depending on the night, but when I go to speedtest.net while tethered I can pull a full 14-20Mbit/sec (1.75-2.5MB/sec) down. If I'm running 2 ubuntu ISO torrents I should be able to hit max speed, right? Is there something I'm missing? If my browser can do it and uTorrent can't, does that mean it's the port being throttled?
