Chrome on I pad vs Android issues

[AC Question]

I pad "3" running Chrome version 49.0.2623.73 and LG VK700 tablet version 5.0.2 Chrome version 49.0.2623.91 I know on I pad they do not allow downloading from a webpage/link. When I click an attachment on my work application on I pad it opens in a new tab Perfect this is what I really need. On the android it will download on a single press (got that) however if I do a long press it gives the option to open in new tab (regular and Incognito) it will open the tab and show the download at the bottom but not display the document? What gives there are 2 types of files I need to do this with PDF and Excel. Please help!!!!!!!!

What more are you needing and what would I submit a picture of. When I do a long press it stats on the browser that it will open in new tab but all it does is download the file?
