What is this and how do I stop it?

I occasionally get these pop up on my mobile chrome browser. It's happened on both my old Samsung s6 and now my pixel 2. Both on Verizon. Sometimes I can't even get out of that tab and have to completely close the app. Always worried I'll click by accident and who knows what'll get installed on my phone... Any ideas on how to stop this from happening would be awesome. Oh and no, to my knowledge it doesn't happen by clicking on an add O. A website.

It's a pop-up ad.

What website were you visiting when it popped? There is only so much you can do to avoid these ads but staying away from any website where you encounter one and sending the site owner a nasty email just might encourage them to change the sort of ads they accept.

Ironically enough it has happened when visiting Android central, can't, and the verge

1st: Settings > Apps > Chrome > Force Stop
2nd: Chrome > Storage > Manage Storage > Free Up Space > Clear Site Storage
3rd: Chrome > Storage > Manage Storage > Manage > Clear Site Storage

If that didn't work:
Chrome > Storage > Manage Storage > Clear All Data
