What exactly are you trying to accomplish? Are you trying to tether the data from your phone to your Chromebook?

Are you asking about connecting via USB? Chromebooks support MTP, so if you plug it in via USB, it should show up in the File Manager on the Chromebook. However, I've found that it can be a little glitchy sometimes.
