    I tried NordVPN and it didn't work (even L2TP didn't work for me) and in response to them they said that L2TP is all they support and that it isn't really secure.

    Has anybody found a VPN service that actually works well with both Chromebook and Android phones (and preferably Windows as well since I don't want to pay for 2)?

    Don't know about Chromebook, but I use VPN Unlimited on both my Android phone and my Windows laptop and it has worked great for me.

    I use Openvpn on both my Chromebook and win10 machines. At least in the US it is fast and seems to be secure.

    L2TP isn't what NordVPN only supports -- Chromebook only support that (and PPTP for that matter). Have you looked at the servers which support those protocols? https://forums.androidcentral.com/e?...token=3GCMITbT -> adjust server preferences -> advanced and select the needed protocols and use those servers only.
