It looks like Battery Health and Charge Cycle Count are not closely related to each other. Some devices with high Charge Cycle counts are just as good if not better than other devices with lower charge cycle counts. What should I pay more attention to? If all else being equal, and one device has, say, 60 charge cycles but 93% battery health, and another device has 190 charge cycles but 97% battery health, which is better?

Or, should I pay more attention to the "Battery discharged 0.XX% in 300 second(s)."

The charge cycle time is important, but not the number of charge cycles. 2 charges from 75% to 100% are the same thing as one charge from 50% to 100%.

Battery "health"? Most apps that show "battery health" aren't showing battery health, they're showing spmething else and calling it battery health.

Ask the owner how it's been used. The battery should never be allowed to drop below 40%. If the owner normally allowed it to drop much below that, you might be in for a new battery soon. The minimum the battery has been dropped to regularly is more important. So is the number of times it's been charged.
