How do I make an android app that lets registered users to upload files to a common google drive?

I would like to make an app for PDFs issued by my college. I want users to register in my app. After registering users can either upload or view documents from a drive account. For those who upload, they will have to select the Category from a drop down menu to avoid multiple uploads of the same PDF. If the PDFs is not available, the user can upload it and it gets saved in a Google drive. Others can view or download it. The google drive account must allow access only to those who registered from the app. IS it possible?
