I did uninstall and redownload odin and it did not good.

Which version of ODIN are you using? I used v1.3 with the Fascinate, but seems like v1.83 works better with the Charge.

I was rooted then i felt like i was getting too many resets. I was stock for a day or two and couldnt handle it....re gummy charged..

Downloaded the 1.82 and it still doesn't see the phone. I plug in the phone put it in download mode and it will not register a com ID in odin.

Ok I finally fixed the problem with Odin. Now before I flash back to stock do I need to wipe the phone in CWM? Also do I need to turn lagfix off before flashing the stock ROM?

You do not need to wipe in CWM since the ODIN flash will do that for you. To be safe, you should disable lag fix before flashing the stock ROM in ODIN. I believe flashing the full stock ROM in ODIN takes care of the conversion for you, but better safe than sorry.
