I don't think you will be. I don't think there is a launcher that has quick settings.

Nope, you can't. But you can get widgets that do the same thing.

Something like widgetsoid might be what you're looking for - not exactly, but close to it.

Power Toggles works pretty great. Though, they do take precedence. So, pressing the brightness button on the pull down Power Toggle will pause a playing video.
