I just checked over on willmyphonework.net and even if there wasn't a carrier lock on the phone (aka SIM lock) that phone model isn't compatible with either T-Mobile or AT&T.

To expand upon this great answer - this is a HARDWARE limitation. The phone lacks the hardware needed to connect to networks other than Verizon. This was common as recently as a couple years ago, with a Verizon-exclusive phone there was no need to spend the extra money on radios that aren't expected to be used.
