They speak a French Creole - not quite French, but they should understand enough French to get "Ne comprends pas le français ou le haïtien" (if you can find a proper pronumciation guide - "Comprends", "francais" and "haitien" don't sound the way they're spelled).
Or look in your call-block settings - "starts with" should be one of the choices, and "starts with" and "509" (or "+509") should block the entire country (unless they're faking other area codes - I get a lot of domestic US calls that claim to be coming from 1,000 miles or more from where they actually are). (Tourbound beat me to that one by about a minute.)
