    I have a Galaxy S8 on Android 9, and I have this extra volume bar that I've never seen before.

    It does not go down and I want to remove it.

    Do you have the Accessibility Menu enabled? Go to your accessibility settings and see which options are enabled in there.

    Never seen that before , my guess in accessibility setting , installed services turn off what u see there

    My suspicion is that slider can't be completely silenced, because it's the Accessibility volume -- Accessibility features for the visually impaired wouldn't be very useful if they were completely silenced. It's probably only for those Accessibility features that speak out loud.
