lol That's a widget, just press it (and keep pressing it), the phone will vibrate, then just drag it to the trash icon. You can do the same with everything in your wallpaper.

Best way to familiarize with your phone's ui is playing with it. Try it, it doesn't bite

It may also be a wallpaper. This is easily changed by pressing and holding on the launcher/home/desktop until it vibrates and a menu pops up. In that list, there will be an option for Wallpaper.

You could also get to there by pressing the Menu button while at the launcher/home/desktop and you should see an option for wallpaper. However, this does not work if you own a Galaxy Nexus (no Menu button on it) so you should try the first set of instructions instead.
