Settings.apk help

This morning i booted up my device and settings.apk was there although didnt work. When i had tried to back up the tablet i had gone to privacy and there were no options, no backup, reset, nothing! HELP!

Would i be able to fix this through usb without debugging (Again, I cant acess it)

Did you do anything to the System.apk? It should still be there unless you removed the .apk file or froze it.

Please provide more information about the device, rooted? stock? custom ROM? Did you remove the .apk?

If you accidentally removed it the file could be pulled from a ROM and pushed back to /system/app and the appropriate permissions set. A reboot should fix it at that point.
