Android Phone to replace Optimus V?

Hi all. I'd like some advice for my next Android phone to replace my Optimus V. Data speeds are terrible where I live and I need faster data speeds for work. I'm going with the T-mobile $30/month plan so I'll need either a T-mobile or unlocked phone. My budget is roughly $225. Originally I was only considering the Exhibit II 4G since it's $200 new, but I wouldn't mind getting a better used phone for the same price in good condition. I'd like Gorilla glass, but it's not required as I can just use a screen protector. I'd also like to run ICS but it's not a requirement either. Must have the following:

Android Phone
3.7" or larger screen
Camera Flash
Easily Rootable
Active Devs and ROM community
T-mobile (or unlocked)
NO physical keyboard
Under $225


So, what do you guys think?
