3g signal completly off abroad

I have a samsung SIII mini and i wanted to use 3g abroad so I bought a Travel Pass from my operator - Virgin. I acitvated it in France the 3g didnt work but I just thought it was because I was on highway. I entered Belgium but only for a brief 2 hours and the 3g worked perfectly. Then I entered Germany and for 12 hours being there the 3g signal didnt even come on. I triedturning the flight mode on and off a few times - didnt work I turned the romaning on and off and stil nothing helped. I've been struggling to find an aswer for the past day and still nothing. Please help

I don't have a ton of experience, but I believe you would want roaming on.
