High RAM usage while on Idle.

my active applications are: 0

then i go to RAM tab, i press CLEAR MEMORY.. after clearing.. my RAM status is 594MB / 788MB

is there a way to lower it down to lets say 300MB?

Turn your phone off then back on and see how much RAM is being used before you open any apps. If it's the same then it won't go any lower :(

Keep in mind too that Android is designed to keep ram occupied. Apps sitting dormant in ram don't use any battery or power, so it's more efficient to leave them and only remove them as needed. If you try to keep ram free, some apps re-initialize themselves automatically, and that takes more battery power than leaving them dormant.

i restarted my phone, now it WONT TURN ON. :'(

EDIT: thank GOD it turned ON, i thought it have been bricked again.

my RAM is now at range of 300-350MB still alot. :-\

Android OS usually uses up a lot of RAM. The S4 has 1.78 GB and but only about 1 GB is available because TouchWiz uses so much
