phone using data and not wifi

I have a Samsung galaxy S3 and when I am connected to wifi, my phone still uses data. Is there something in settings that I can change to fix this? I tried turning off my data when I'm connected to wifi and my internet won't work at all.

By default Android is designed to prefer WiFi data over mobile data. The fact that turning your data OFF when you're connected to wifi makes me suspect that your phone isn't actually fully connected to wifi. Check your settings.
 
The settings all say I'm connected and I have very good signal strength

Yes it's my home Wi-Fi. I've also tried other Wi-Fi networks and they won't work either

Can you open your WiFi, connect to network, tap on that network to bring up the connection information & take a screenshot & post it here so we can see.

Another bug in the 4.3 update?

Open a browser in the phone and connect to http://192.168.0.1 You should connect to your router. If not, your phone is lying to you and that's another "Samsung feature". We're going to have to create another sub-forum - S3 4.3 update bugs. I've seen about 100 of them so far. Almost more bug than code.
