    I have the Galaxy S3 mini. I keep getting the notifiation to "Sign into Wi-Fi network"
    Sometimes my phone is connected to wifi and other times it is on 4G.
    I know this is a phone issue and not a network issue because it happens to me when I am at home and at work, I connect the the wireless router in both places.

    I select it and it brings me to the web.

    Any suggestions on how to stop getting this notification and why this is happening?

    Chances are this is happening because your S3 Mini is NOT connected to WiFi although it detects that there IS a WiFi hotspot that it CAN connect to provided you sign in.
    Yes, you can surf the web without signing in to WiFi, but then you will be surfing the web via a mobile network. That is the slowest and most expensive connection. You obviously don't want that when you're at home, at work, or in a WiFi hotspot elsewhere.

    I've the same issue, and I can surf internet using this WiFi (not the mobile network). When clicked on the notification message it took me to this external URLhttp :// generate_204

    This message is presented because you are logged on to a Wi-Fi network with a captive portal. These are usually guest networks in offices or at hotels that redirect your traffic to an authentication page where you have to log in, make a payment or simply click on an agreement to connect. The Wi-Fi network itself does not require authentication and is open to connect to, however to actually get to the internet you have to get redirected to the captive portal page. The reason Android gives you a notification is because while it may look like you are connected to WiFi you are technically actually getting blocked until you go to the page because your are not using your mobile data while connected to WiFi.

    That URL you get is the redirect page, this is normal. The way captive portals works is they "hijack" a DNS request and return it with the address of their captive portal. IOt works like this, you connect to the open WiFI network, you try to go to Google.com, the wireless controller/server intercepts the google.com request and sends back the address of their captive portal page. Theres a great app for this called WiFi Web Login which "records" your actions to login and replays them automatically when you reconnect to that network.
