Can a cell phone send text messages on its own?

I received text messages from my husband's phone # but he swears he didn't send them, they said: busy right now, talk to you later. Is there something in the settings that he activated without knowing what it was, because one of his co-workers got the same text right after he called him and my husband didn't answer, please help..???
 
There's a setting where when you receive a call you can swipe the call icon up to the top of the screen to a message symbol, this rejects the call but causes a preset sms message to be sent. It's under Quick Responses in Phone Settings. So go into the Phone app, select Settings then Quick Responses. The actions on receiving a call... swipe right to accept, left to reject and up to reject and send sms.

That's what I suspect is going on as well. If you downloaded an app or service that is malicious, then yes, the phone can send messages without your knowledge. Did this issue recently start or has it been been doing so all along? I recently, try and pinpoint anything that may have installed around that time.
