    i accidentally wiped everything with twrp (system, data, cache, ...) i checked them all
    now when i try any command on the prompt command like adb smthng or fastboot smthn it give the message adb (or fastboot) is not recognized as internal or external command, operable program or batch file !!
    my phone is/was rooted and my bootloader is unlocked and i've a nexus 5

    no adb/fastboot aren't working !! that's my biggest problem for now !!

    i am NO pro, but i did this exact thing with my galaxy nexus some time ago. some fellow over at xda talked me through it. here is a link to that thread.

    a few things jump out at me:

    first, your recovery should still be there. so that is good, even if you don't have anything to install.
    second, adb/fastboot would still work....if you can figure out how to install the correct drivers on your pc. please don't ask. i am a driver dunce, but that is what i've been told.
    third: the nexus root toolkit by wugfresh, if you go through it precisely, should get you up and running. there is an item in the toolkit that will lead you through the driver installs.

    that may or may not be true. tough to say with the wealth of information you've provided.

    You need to reinstall the drivers and the sdk (to be safe) and try flashing the latest factory image. That will get you back up and running. The device should still have access to fastboot.

    Twrp should still boot up, I did the same just now.

    My problem was fixed from doing the following:
    Reboot into recovery (from twrp, i did not reboot the phone as i knew i made a mistake)
    copy necessary files to phone using android file transfer such as
    vendor img
    rom
    gapps
    supersu

    flashed in that order and now everything is back to normal.
