Why doesn't my Galaxy S 2 want to turn on?

My galaxy s2 does not want to turn on

It goes from an off screen to a screen as if it was charging when turned off, it keeps doing over and over again and it is still doing it. I tried taking out the battery for a couple of minutes but it doesn't seem to work. Before this happened it also said that the voltage was to high but the charger was a regular charger.
