Why can't my cp detect USB connection to my pc?

When I connect my Andriod 8.31z to my pc via USB cable it would only charge and doesn't notify me if I want to turn the USB mass storage mode. But earlier this year, I could connect it to the USB mass storage mode and transfer files. Please help or message me for the possible solutions. I tried rebooting it.

There are 1 way and 2 way cables, have you changed them. Have you searched for new drivers for your device. (I haven't heard of the one you mention).
Have you changed your version of Windows.

I don't know enough to fully help you. This is just what I have picked up on the forums.
