How can I get my phone to turn on?

It will not tuarn on

The green light is on. I press the button for 1.5 seconds. Nothing happens. I have tried this with and without the chargewr attached.

If you're sure that the charger, USB lead, and USB port are undamaged, you might try a new battery.
