Nexus 5 Storage issues

So I recently just got a second hand , basically brand new Nexus 5 phone. And I notice even after I factory reset it, I still had the problem that would say: Total space 12.55, yet I only have 528 MBS available. I hard reset it, and only have 3 apps installed, small ones. Any idea as why that is, and how to fix it?

Welcome to the forums. You may have to reflash the stock images. That should correct any bad reports of storage. You can either flash them through ADB on a PC or there is a toolkit called Wugfresh available on XDA.
