What compact phone to buy for taking pictures of kids

Would my sister be better off with a sony z2 compact, Samsung s5 mini, or something else?

She needs a waterproof phone she can swim in the lake with (30 minutes, up to 3 feet).

She has fast moving toddlers and is really lazy to learn how to use a camera.

She currently has a z2. She says it's too big for her pockets and wants something smaller. I've been unimpressed with the photos she's taken from the z2 (she's an "auto" mode not manual mode type photographer and the z2's automode doesn't seem to be great).

That's why I'm not certain on the z3 compact but I think that may be the best phone she can get meeting her requirements. In US with AT&T.

Honestly speaking your not going to get good quality pictures with a compact phone. Your sister asks too much. In reality you either need a phone that specifically uses its camera for high quality shots, and otter box that, or buying an actual camera. Your sister will never be sastified with what she is asking for.

Which is the best she can get though? I think it's the Sony Z3 compact but I wasn't sure.
