It's not like you can take an Android app, run some magic on it, and it'll run on Windows. You have to start basically from scratch, writing a whole new program - and it has to look something like the one that runs on Android. It's not that people are lazy, it's that it's not an easy thing to do. (And some people develop mobile apps by filling in templates - they don't really write code. You can't do that for a Windows program.)
